Civil Aviation Working Group – Aviation Donors Coordinating Board

The establishment of the Civil Aviation Working Group (CAWG) was one of the main priorities of the Ministry of Transport and Civil Aviation (MoTCA) listed in the Afghan Civil Aviation Master Plan of 2010 (see link below).

The aim was to engage donors and Afghan aviation stakeholders in the reconstruction effort and to assist the development of the Afghan Civil Aviation Authority. To that end, the CAWG was supposed to be chaired by the Minister of Transport and Civil Aviation with inclusive representation of donors and Afghan aviation stakeholders.

The CAWG would have served as the sole, top-level coordinating body to guide the civil aviation reconstruction effort, including the development and implementation of all strategies and plans. It had to operate under a collaborative framework allowing contributors to work independently and simultaneously on a host of reconstruction projects while coordinating their efforts through the CAWG. While the first meeting was scheduled in August 2010 in Kabul, the event never took place due to unfortunate circumstances.

Coordination efforts, however, have been carried out under a different format, namely an Aviation Tiger Team which led to the establishment of an Afghan Aviation Donors Coordinating Board (A-DCB). See more details in the news section.
